The resurrection spell normally requires a diamond worth at least 1000gp to cast. How does this work with the rod of resurrection? Do you need the material component to use the rod? The rod expends 5 charges to cast resurrection and regains charges at a rate of 1/day, assuming it isn't destroyed when expending all its charges. Since there's only a 5% chance of that happening it seems broken to have a nearly endless supply of resurrections without cost.
Spells cast using magic items do not require material components unless explicitly stated.
It's not broken. It's a Legendary item. By this point resurrections are easy anyway. Especially if you have a caster who can cast Wish spell which lets you cast any 8th level spell or lower as an action with no material or somatic components needed.

The item creation rules in the DMG require that the spell be cast each day it takes to create it. That is going to be a lot of 1000gp diamonds. Other creation rules might change this.
Someone had to put a lot of time, gold and diamonds to create a Rod of Resurrection so the DM should consider that when giving one to the party. Others will know what it’s worth and will want it.
Also if your party has acquired a Rod of Resurrection then either you have rolled amazingly well on a random magic item table...or your DM is about to get really serious in deadly encounters.
