Firstly, you only ever get one bonus action per turn so he would have to choose if he wanted to use the BA from the feat or the BA from Fast Hands.
Secondly, the Fast Hands feature does NOT allow you to make an attack. It allows you to "use the bonus action granted by your Cunning Action to make a Dexterity (Sleight of Hand) check, use your thieves’ tools to disarm a trap or open a lock, or take the Use an Object action.". And for clarity, the Cunning Action feature normally allows you to "only to take the Dash, Disengage, or Hide action.".
Additionally the character in question was a Fighter not a Rogue.
