Be a half-elf, dragonborn, tiefling, or any other race that gets a bonus to Charisma, get the Ability Score Increase class feature and increase Charisma with it, take the Resilient feat and pick Charisma. . .

So one major part of why I love this site is the searching/browsing/filtering. I saw your question and was curious myself, so I went to the Browse magic Items and you can do the following:
If you want/need to select the sources relevant to your game, or leaving it open will search all sources
Click the big blue "Filter Magic Items" button
The results are any item that includes the Bonus Charisma Score.
Note to Mods/Devs -- Not sure if this is correct but the Effect subtype "Choose an Ability Score" returns 0 results with no other filters on. actually looking further there are quite a few selections that return 0 results, I find it odd that those would even be options.
Also there is a certain power in Barovia that would be happy to bless you... for a slight price.
Also a Bag of Beans has a chance to increase Charisma.. if its your lowest stat. I suppose if you had a LOT of them you'd eventually increase all your stats.
If you're looking for charisma, you should also look at what your other ability is. For example, if you're a waarlock or bard, you will probably want a half-elf. Half elves get a choice of +1 in two other cores, so they can be good for paladins as well, but a dragonborn is a more likely choice because of the str bonus and damage resistance (elemental resistance is always a good feature for a tank-type)
I personally think changelings are the best for a build like this, they get a +2 increase in charisma and then you can get another +1 because they can choose any ability score to increase by 1

I thought the "choose any" stat increases cannot stack with any other stat increase from race.
Changelings can do it for some reason, maybe it was just overlooked or it was intended as a class feature
Are you claiming that based on D&D beyond? Because that looks to be a bug.
The official reading of Changeling (From Ebberon book) reads:
Ability Scores: Cha +2; Choose any other +1
The word "other" means you are not allowed to choose Charisma.
Yeah, the DDB character builder has an issue with not preventing double-dipping on racial ASIs, but the written rules still don't allow choosing Cha for the +1. It's a bug, not a feature.

I was wondering how to increase charisma in dnd, any way at all would be helpful.
