I have a question. Is it possible that you have a sufficiently powerful spellcaster, and the item in front of you could you "enchant" the item given enough materials and time. It seems like a waste for you to work in Guild artisan as your background just for some +1 weapons.
Artificer's can do so as a class feature, but for anyone else (no matter the class/background), you follow the Xanathars/DMG rules for crafting when it comes to magic items. A lot of that is up to the DM though, so you should talk to them about crafting in your game.

Is there any kind of game mechanic for turning one magic item into another? What I mean by this is, could I use slippers of spider climb and a wand of web as ingredients (following Xanthar's crafting rules where some sort of ingredient(s) is/are required) to make something else, such as a spider staff? based on my understanding, if you already had the wand and the slippers, you could conceivably combine the 2 into one magic item, assuming you 1. were capable of crafting magic items, and 2. used the appropriate amount of downtime and gold to make the new item.
Has this question been asked before and it's just something that can't happen, or is there some sort of mechanic in the game to allow the combining of magic items? (much of this question comes from the idea that in later levels attunement slots get full fast, and having magic items that perform more than one function is almost a requirement at that point for them to even be worth using for many players I have worked with)
The item crafting rules are very basic. They detail time, cost, and material (in the Xanathar's version), but leave the vast majority to the DM. It is possible that the DM would allow you to use the two magic items you mentioned as the materials in the creation of the third, but that would be at their discretion, and per RAW you would still have to provide the required amount of time and money for the final items rarity.
Basically, there are no mechanics for specific crafting processes outside the general ones found in the DMG and Xanathar's; everything else is up to the DM, so you should ask them if what you want to do is feasible and what it would take to do so.
