So I would like to know if the Spell Suggestion has to be spoken or can it be used by just sounds? There is a player I play with says that he can just use it via sound and not actually speak. I would like to know if that is correct.
You suggest a course of activity (limited to a sentence or two) and magically influence a creature you can see within range that can hear and understand you.
If I go ribbit, pop, bang, boom. You will not understand what course of action I have suggested.
I guess it doesn't actually say that you must speak, but it does say they must understand you. They are unlikely to be able to understand random noises.
I think telepathy would work, or some non-verbal communication known to both the caster and target (like sign language?), but that's as far as I can see it stretching.

First line of the spell:

Everything about the first paragraph, and several parts of the rest of the spell suggest it must be communicated in a language.
