So there are a few abilities in Xanathars that allow you to use movement as a reaction. The phrasing is a bit vague and some of the players disagree on what it means. For example, Scouts can move up to half of their movement as a reaction based on a trigger.
Question, is this movement based on the movement you have in your “turn” or a bonus distance you earn for the reaction? If you move 30 in a turn, does your reaction get to be 15 and then on your turn you can still move 30 or did the 15 come from your movement pool and you now can only move 15 on your actual turn?
Unless stated otherwise, the movement you can do normally on your turn is separate from all other forms of movement available as part of the Dash action, reactions, etc.
Scouts can move up to half their speed as a reaction. Your speed is a fixed number; movement is what you spend when you move on your turn. You don't have any movement to spend outside your turn.
This isn't any different from using the Ready action to move up to your speed as a reaction.
Feline Agility = Double your speed this turn. You cannot use this again until you spend a round not moving.
Speed is a trait of your race, augmented by your class, feats, and other effects like spells. Movement doesn't eat up your speed for the round. You are just restrict within your movement.
Your speed persists throughout the round. You are just limited in terms of how much you move on your turn by it.
Scout: Starting at 3rd level, you are difficult to pin down during a fight. You can move up to half your speed as a reaction when an enemy ends its turn within 5 feet of you. This movement doesn’t provoke opportunity attacks.
Glamour: When a creature gains these temporary hit points, it can immediately use its reaction to move up to its speed, without provoking opportunity attacks.
So for sake of clarity, because both of these abilities say you can move your X "Speed" this means that its essentially extra movement. If for example, the Scout uses his reaction to move 15 feet (with a natural speed of 30), on his turn he can still use 30 speed as part of his movement.

Think of the reaction as a separate "compartment" between your last and next turn: your last turn/reaction/your next turn. The same way you can make an opportunity attack as a reaction without sacrificing your next turn attack, you can move as a reaction (with the appropriate feature/spell/effect) without sacrificing future movement.
