I have found a way to create an artifact, AS A PC, in the forgotten realms. There exists a set of 50 scrolls, known as the nether scrolls. These artifacts contain very little raw magic themselves, only enough to ensure that they will reform if destroyed. However, these scrolls contain the fundamental theory of magic. All modern day casters, with the possible acception of elven high mages, apply the ideas found in these scrolls when casting even so much as a cantrip. The scrolls are divided up into 5 chapters of 10 scrolls each. Here's a link to a basic explanation of each chapter:
However, it basically says this; chapter 1 is about basic magic theory, and how to cast. Chapter 2 is about creating standard magic items, with minimal sacrifice of ones' self. 3 is on constructs like the warforged, and chapter 4 covers the planes. "Wait, didn't you say there was 5 chapters?" I hear you asking, and yes, there is. However, the 5th chapter was encoded, on top of being written in a long dead language. BUT! And here's the kicker, the title wasn't in code. And said title translates roughly to "Of the Creation of Artifacts." If a PC were able to find the 10 scrolls, translate them, and decipher them, then they would have the knowledge of how to create an artifact.
As for working this into a campaign, well, I'm already booked, so, go wild.
You said chapter 3 is about construction of warforged, but the setting is the forgotten realms. That doesn't make sense if following the standard lore. Are you sure this is part of the forgotten realms, not just something somebody made as a bit of fun or lore for a different world? Otherwise it sounds cool.

Valid point, but the fact that they exist, and that it might be possible, is amazing! Think about it. Items like The Sword of Kas, or The Hand and Eye of Vecna would go just the tip of the iceberg!

Sorry, couldn't help thinking about that line, and the idea of somebody focused on getting/translating just those last ten scrolls.
