I know when you deal with Devils after death your soul will transported to the 9 Hells as a Larva....soon you will become a Devil. But how can a mortal become a demon?
A wicked soul cursed or shunned into the abyss. It starts as a mane, then could become a dretch, and eventually transform to a vrock after alot of time spent fighting and surviving in the Abyss. Ranking up by being meaner and tougher than everyone around it while not ticking off those above it.
It all just depends on alignments. Depending on your alignment as a mortal, you're sent to a certain plane to live out your afterlife.
It's a bit more complicated than that.
You're sent to the Fugue Plane, where your life is reviewed, and if you worshiped a deity and followed their doctrine, you can be taken to your god's homeplane. There are also devils there sent to the Fugue Plane to recruit more souls, which can then get you to become a devil. If you don't worship anyone, you are normally sent to the plane of existence of your alignment, or your soul is sent to the bottom of Nessus to be devoured by a giant snake.
Other souls can become part of a wall in the Fugue Plane made out of souls.
So, yes, you can become a demon if you're Chaotic Evil, but you're not limited to going there.

For the 'normal' path of the petitioner/soul in Forgotten realms, is that you are sent to the Fugue. If your god/power wants to collect you, they will send an emissary to do and then you will receive whatever the power has planned. If you weren't picked up, Kelemvor would judge you and reward/punish as he saw fit. If you were either Faithless or False, you would be bound into the Wall of the Faithless and the petitioner was eventually destroyed.
Now, the wait could be a tenday, so in that time if the petitioner didn't want to take the risk of their powers wrath, they could sell their souls to the Baatezu and start the climb up the infernal ranks as a Devil. The Tanar'ri would occasionally raid, and rip petitioners from the Wall of the Faithless, and drag them to the Abyss to create more Demons.
But, if we look at the Decent into Avernus, you there are several cases of people selling their souls, and becoming a Devil, that is higher than a lemure. It just took a big trade to make it happen. I see no reason that the Demon Lords cannot do the same if they wished, assuming you kept them happy and they saw value in doing so (a contract would be useless here.)
Both cases would skip the fugue entirely. And of course, all of this is up to the DM to determine what is fact/fiction in their campaign.
Personally, I've never liked the notion of humans becoming demons or devils. Manes or larva? Sure, but no promotion beyond that. The infinite swirling chaos of the Abyss already produces infinite demons. Saying it's infinity plus a couple million just seems silly. It's cleaner to say that mortals just get torn apart in larval form for eternity. Do mortals in Mount Celestia work their way up to being solars? Do mortals in Limbo work their way up to being slaads?
But to answer the question, the lore is clear that a mortal can become a demon. And anyone can become anything if the DM says so.

(Actually, you start as a Lemure to become a devil in most cases, devils can take Larvae and turn them into lemure)
Demons do just infinitely spawn in the Abyss, but you can be turned into a demon. Orcus started as a mortal, but became a demon lord.
