a multiclass rouge 2/draconic sorcerer 14/monk 4 tabaxi with boots of speed and a haste spell can get a permanent flying speed of 1920 with just using movement or am i missing something.
"Speed Hacking" is a pretty common Theorycraft, so those kinds of numbers wouldn't be surprising, whether or not your particular build pans out. However, given that it sacrifices at least one 6/7/8/9 spell slot that could be used for teleportation, Wish, or other such reality bending abilities, it's more of a gimmick than a practical skillset.

Teleport can take you, and 8 passengers, anywhere within the same plane of existence instantaneously. With those lost spell slots, you could cast Teleport back to back for 4 rounds.
A caster could teleport 1744 miles, and get a long rest before the Speedster build arrives. Boots of Speed only last 10 minutes, and Haste only lasts 1 minute, so you're really only getting about 3.6 miles out of this build.
Can you think of a scenario where prolonged high speed would be better than options available at lower levels?

the draconic bloodline makes it so your total current walking speed becomes a permanent flying speed

No, the Dragon Wings feature gives you a "flying speed equal to your current speed". It's a continuous comparison, not a one time trigger. Meaning, once you stop using the boots or the Haste spell, your flying speed drops to your current walking speed.

Well, first thing I notice is haste only lasts a minute, which is a long way from permanent.
The boots of speed also have limited usage. Of course, any tabaxi build with rogue and monk will be brokenly fast.

it says it gives you a flying speed equal to your current walking speed until you dismiss it or die

1920ft per 6 second round translates to ~218mph.
