15 levels glory paladin, 1 or more levels barbarian, and 2 levels blade singer wizard can have an AC of 10+Dex+Con+Int+Wis, though the int and wis additions are limited. assuming the luck of rolling at least 2 18s and 2 17s, you can have a total AC of 30 for 5 attacks, and 25 AC for 60 rounds. then its down to 20. adding one of the dragon masks means that you don't need the 15 levels of glory paladin, and you now have a base AC of 25 and 60 rounds of AC30. the Magic initiate feat can add a shield of faith to have AC32 for 10 rounds, and pick up the gift of the metallic dragon and you have 6 attacks worth of AC38. this wouldn't work with the base of glory Palladian cuz you're already using your reaction. I have yet to find another way to add more AC to a character. one character that I play uses the barrier tattoos, bracers of defense, blade singing, and intelligence boosting magic items like the Nether Scroll of the Azumar and the tome of clear thought, combined with a CR class blood hunter to have an INT of 29, which can can result in an AC of 30, or 35 when casting shield.
Spells: Ceremony = +1 Shield of Faith = +2 Haste = +2 Warding Bond = +1
Total: 58 which you could do for 4 whole rounds (in theory).
You can't blade sing with a shield, so you base 20 + 5 on bladesong + 5 on shield = 30, defensive flourish is a roll of a d10, not a flat 10, so that is 31-40 bait and switch requires a willing creature and is also a roll, not a flat 8, so now you are 32-48 Kensai gives you a final of 34-50

Tried to make the AC as consistent as possible while including other ways it could be boosted. I picked shield over defensive duelist because it’s a full round not one attack.
I’m also unsure if rings of protection can stack, so I left it at one infused item.
Plate armor+ sheild+ defence fighting style +warforged 1 AC boost= 22 If you multiclass into artificer or have a artificer in the party, I think you can raise that to 26 AC, by having a +3 sheild and +3 plate armor.

A Creature can only benefit from one shield at a time. 2014 Rule / 2024 Rule , so there's no benefit in being a Thri-Kreen in Plate Mail (Disables Chameleon Carapace and Dexterity Bonuses to AC) with a Shield over most other species in plate mail with a shield.
I don't know what you mean by "Finesse," having that property on a weapon only allows you the option to use Dexterity as the ability score to-hit or damage modifier.
That said, if Level 4+, Defensive Duelist can increase AC by the value of your Proficiency Bonus (+2 to +6) on a Reaction until the start of your next Turn.
A permanent AC of 25 without magic items is possible but very difficult. Here's what you could do...
Be a Cleric 6 / Artificer 10. Specifically use Forge Domain for the cleric. Your Artificer subclass makes no difference, but Armorer makes a lot of sense for this build. You need plate armor, a shield, and the Fighting Initiate feat (Defense). Combined with your Soul of the Forge ability, this'll give you an AC of 22. Apply Blessing of the Forge to the armor, and it becomes 23. Then, use your Enhanced Defense infusion on the shield, for 25 AC.
Edit: Sorry, I just noticed that Blessing of the Forge and Artificer Infusions technically count as magic items. But it's magic items you make yourself, not ones you must find, so it's still good.
Also, if you are willing to use magic items, being a 10th level Artificer means you can attune to up to four magic items, so you can use that to attune to lots of AC-increasing magic items such as a Cloak of Protection, a Ring of Protection, +2 armor, +3 armor, or a +3 shield. These can bring up your AC a LOT.

A Monk with 20 Dex & 20 Wis will have an Base AC of 20 using Unarmoured Defense calculations. The UA Mariner Fighting style gives +1 to AC so long as they have arnt wielding a shield or wearing Heavy Armour. Shield of Faith gives a +2 to AC for 10 minutes.
Meaning that a Monk x/Fighter 1/Cleric 1 can have a burst AC of 23.
If using 5.5 rules. Monk at 20th level gets +4 to dex and wisdom. So would be at 24 AC. Assuming 20 in dex and wisdom
Wizards can learn Wish at level 17. Actually, so can Sorcerers.

Me personally i found out, that a Level four monk with no items, a college of adventurers bard with the monk adventurer’s talents from said subclass, with the dhampir species from grim hollow players pack, i managed to get 23 AC, no items, using a feat with a bonus to dex (such as speedy) as i got the +2 needed to charisma to make it 20 from the background, and an additional +! To dex from said background, meaning the one more dex point (assuming you rolled two eighteens and put them into charisma and dex for stats) just puts you up to 20 ac, then the armored bonus from the dhampir race si added on too, i have no clue whether this would actually work, its just what is says my character’s ac is in dnd beyond
Straight normal armor not with class features is a warforged lv 20 barbarian unarmored defence con 24(+7) dex 20(+5)
unarmored defense 10+7+5=22 shield +2=24 warforged indegrated protection +1=25 any builds over this without spells or rages just basic all the time tell me.
The guidelines are bit loose, but I think you can hit the same attribute ceiling of 30 without magic items. You have Wish and Epic Boons. You can Wish your feats that you don't need to be replaced with Boons that increase your Attributes beyond 20. Once you hit level 20, you gain extra Epic Boons instead of levels. So at least any two attributes can be assumed to be 30 for theorycrafting. Disclaimer: This is not practical; it is a theoretical estimation of the highest AC possible. This also assumes that when a random roll is present, the best possible result is rolled rather than an average result.

Monk and Barbarian work best for this particular combo since it allows us to take 10 levels in Artificer (less important for this version).
Wild Magic Sorcerer 3 (When casting a Sorcerer spell, roll a d20. Let's assume a 20 and then a 49-52 for +2 AC and Immunity to Magic Missile).
We will trigger this with False Life unless someone can think of a better option.

Activate Bladesong as a Bonus Action on prep turn one for +5 AC (Intelligence). I am just assuming a 20 Intelligence rather than calculating the highest possible with Boons. Higher is probably doable.

Activate Bait and Switch with a Superiority Die at the expense of 5 movement but no actual action. (+1D10 AC. For maximum possible results, let's assume +10.)

You can only have 1 effect of specifically referenced magic items affect your character at a time. 2 rings won't work, but a ring and a cloak will.

Even though a warforged monk lv 20 is the same dex 24(+7) wis(+7)

Adapting my response to Highest AC for 2024 and taking out the Magic Items.
