Im planning on playing a soulknife rogue and college of whispers bard multiclass. Im trying to figure when would be the best time to multiclass and which class would be better to start with.
Why do you want to multi class? What is it you want to get out of each class?
Soulknife rogue is honestly a great subclass, I'd just take it straight through to level 9 before MCing, and even then I'd pick up 1-Fighter so I can have a shield and get a Fighting style rather than Bard. Whispers Bard doesn't really benefit a Soul Knife rogue at all since you are sacrificing Sneak Attack dice to instead get Psychic Blade dice which means your total damage is equal if you spend a BI each round and is less than if you went straight rogue if you run out of BI.
Though if you want to be more of a support character and less DPR then start Whispers Bard and take it at least to 5th level, using your ASI to boost your CHA, then take 1 level of Hexblade to get Medium armour, a shield and the Shield spell because Whispers Bard is super squishy so you won't survive in melee until you grab 1-Hexblade, plus you get the ability to use CHA for your weapon attacks which means you can focus your ASIs on CHA and neglect DEX. Then at 7th level you can swap to Soul Knife Rogue.
