What are you thinking? My first thought was College of the Dance, but they don't actually move faster.
Just asking because bards have a larger spell list, and could get better movement via that.

And instead of casting hast cast shape change and turn in to a solar with 150 speed. I don't know how that would effect everything but this might work.

While using Shape Change, you would lose out on species traits, feats, and class features. That 150 speed is replacing the Tabaxi's 340 speed with Feline Agility, Haste, feats, and class features.
The only way to beat that would be to maybe Wild Shape (preserves class features and feats) into Onyx if your DM/the rules allowed for it. If so, you could replace the Wizard levels with Druid and the base speed would (400 + 30 + 5 + 10) x 2 (Haste) = 890 feet going into the main round where the zoomies absolutely wreck someone (final movement of 2,690 for the cat to drag in 2,690 /5 * 210 = 112,980 damage. This is why I don't get my pet deposit back.
The problem is that the Onyx stat block represents a specific house cat for an adventure where the PCs are shrunken down. Therefore, I personally don't consider a valid scenario.
You can't take enough monk level for it to help much.

Best option I can think of is Druid 2 Wild Shaped into a Riding Horse, Monk 18. With all the same feats, that gives us a base speed of 60 + 30 + 30 + 10 + 5 = 135 feet, doubled to 270 feet.
That's still much slower and has the additional problem of how does a Riding Horse grapple?

Probably not but no matter what the rules don't care as long as it happens in one turn.
But 9th level chromatic orb does 11d8 to automatically 10 things so if many targets then this is stupid.
