I was in a campaign where a character took that as their "common" magic item. At the time, it did strike me as feeling a little OP for a level 3 character, especially since the common magic item I took was just a flask of never-ending coffee. However, thinking about it a little more, it's probably not super-strong. You can get a 2d6 greatsword, and the 3d6 damage once a rest isn't any stronger than a level 1 spell and can't be used more often than one... oh wait, it's 3d6 as a bonus action. I forgot that part. Okay, right, neverrmind, 5d6 is a lot of burst damage, even if you can only do it once a short rest.
