Dream job: being one of those creatures who don't interact with the economy at all yet are somehow obscenely rich.
If the target is a melee attacker, then "flee" is probably moat effective. On their next turn, they spend their action dashing, opening them to opportunity attacks. On the turn after that, hopefully theyre too far away to attack and have to use dash to get back in range.

If someone has dimension door and get told to flee, do they have to cast it? For most characters it will be the fastest way away.
GM's call. (If you're going by pedantic interpretation of the text, which I don't, then no, because it says "moving", and moving is a defined game action that casting DD isn't. Indeed, it probably forbids casting a spell instead of dashing.)
I would rule no, on the grounds that the players would complain if I forced them to cast spells under these circumstances, and also because the consequences of that at high levels are unfortunate -- I don't want to make the wizard teleport themself halfway across the planet. They can do so, but are not forced to.
"Fastest available means" just means that you have to pick your most effective movement speed.

The way I've typically been running this in 5.5e games is to allow any one-word command, but only the five listed in the spell description are guaranteed to actually do what you want. So if you say "drop", they'll definitely drop what they're holding as defined in the spell. If you say "juggle", they might do what you want, or, depending on who they are and what the situation is, they might use jl8e's interpretation...
