If you goal is to kill it; the Positive Material plane so it explodes with too much positive energy. I wouldn't go to the Negative Material Plane, because an undead Tarrasque is scary.
For entertainment, any planar metropolis would work (Jangling Hiter, City of Brass, Dis, etc) except maybe Sigil (by canon, you can't portal there directly, and the Lady of Pain would likely just maze it)

Well, if you hit, you can use it to banish that tarrasque, so.. yeah. Except, good luck making it fail with 3 instant saves per day.

You barely touched on the subject, at least you didn't provide a solution. Lucky for you, I know of a solution.
"Placing a bag of holding inside an extradimensional space created by a handy haversack, portable hole or similar item instantly destroys both items and opens a gate to the Astral Plane. The gate originates where the one item was placed inside the other. Any creature within 10 feet of the gate is sucked through it to a random location on the Astral Plane. The gate then closes. The gate is one-way only and can't be reopened"
So the answer is the Astral Plane. It will cost you some money, and you'll have to sacrifice an Unseen Servant if you don't want to get sucked up by the portal yourself. There's no save, so no instant save. Problem solved.

I imagine the Lady of Pain would just teleport it back, possibly with buffs.
