So tieflings at 5th level can cast darkness once per long rest right? Now I know there isn't anything that talks specifically about it but could one say that as it is a natural ability for them that a tiefling character would be able to see through the darkness created by their racial trait?
It's definitely not RAW, and it's probably too powerful for a racial trait. This is an ability relegated to Warlocks and (to a lesser extent) Shadow Sorcerers. If you want to be able to see through the Tiefling's Darkness you should take a couple of levels of Warlock and take Devil's Sight.
It says flat out that magical darkness cannot be seen even by characters with darkvision whether they cast it or not. Drow also have an innate darkness spell at level 5.
As mentioned above, certain Fiends, as the warlock can get an ability 'Devil's Sight' which allows vision through magical darkness. Additionally, the Shadow sorcerer can cast darkness using a spell slot or with 2 sorcery points, if cast with their sorcery points they can gain vision only through THAT casting of darkness.
Allowing vision in the darkness spell is a little overpowered (depending on how it's played it can be a little boost to outright gamebreaking) and would go into homebrew territory either way.

Devils. Devils get devil's sight (except a few from MToF for some reason (not the ones truesight or blindsight)).
I didn't want to confuse anyone looking them up in the monster manual as they're all classified as fiends but yes, Devils get Devil's sight (its in the name). For the record, Lawful evil fiends are Devils in the nine hells, Chaotic Evil fiends are demons in the Abyss and Neutral Evil fiends are Yuggoloths in Gehenna. (generally, there may be exceptions)

You can homebrew to your heart's content, as long as everyone in your group agrees to it. But as written, Tieflings get the ability to cast the standard Darkness spell, and they do not have an ability that lets them see through magical darkness. The fact that it's a racial ability does not make them immune to its effect.
