Hello, I rolled pretty great for a campaign I'm going to be in. We're going to be level 7, and I rolled 18, 18, 17, 17, 12, and an 8 for my stats. I also rolled for a magic item and I was given Bracers of Archery. I find myself having most of my fun in combat when I play, and I tend to be in the fray, but with those Bracers, I'd like to make a build that is good at both, and I believe my rolled stats will allow me to do that. The problem I'm finding it that I'm seeing so many fun looking builds fully fleshed out, but I want to find something that's fun at level 7. One of the builds I've seen is the FlutesLoot HexArcher build, but it uses a couple UA features that I'm not sure can be used, which would change how I want to play it. (specifically the close quarters shooter)
TLDR
I'd like help with a build that utilizes Bracers of Archery, great stats, and allows me to still be in the front lines (if possible)
Since your stats are so great I'd recommend playing a race with +2 dex and getting 20 dex right away, then using 4th and 6th level ASI's to take the Crossbow Expert and Sharpshooter feats. Biggest worry you'd have with being more frontline is that your AC is lower than it could be with a shield, so you might get hit a bit more often than others, but with an 18+ Con score you'll have lots of HP and should be okay.

Correct, the second part of the crossbow expert feat applies to all ranged weapons though. With the feat you can be within 5 feet of enemies and not suffer disadvantage with your longbow. It might seem like a little bit of a waste, but if you want to frontline its 100% necessary. Also your stats are so good and as a fighter your get extra ASIs anyway so you're not missing out on much regardless.
Thanks to extensive practice with the crossbow, you gain the following benefits:
You ignore the loading property of crossbows with which you are proficient.
Being within 5 feet of a hostile creature doesn’t impose disadvantage on your ranged attack rolls.
When you use the Attack action and attack with a one-handed weapon, you can use a bonus action to attack with a hand crossbow you are holding.

I would recommend a Rogue. You can go Arcane Trickster if you want to have Shadow Blade for when you're interested in going into melee. You get 4D6 for Sneak Attack, you get Uncanny Dodge and Evasion, you get expertise in four different skills, you can choose an archetype at level 3, you get Cunning Action.
But most importantly for your situation, you get a class that is good at both archery and melee.
Rogue Scout can be good for a ranged up-front character. They can disengage as a bonus-action and can move if someone ends their turn in melee range of them as a reaction. You'll only ever do 1 attack with a longbow - but if you get sneak attack you'll roll a lot of dice which is always nice. They also end up being better Ranger's than the Ranger thanks to expertise in Survival and Nature.
Man can you go into the multi classes if you want. Four great stats can be interesting. Monk kensei would be an interesting start point. Have high DeX wisdom and con, be up front or stand back with a bow, have good ac if in melee (21 if you make an unarmed attack) pair that with warlock for all your regens on a short rest could be quite a good time.
Just considered flurry of blows with hex active, much damage, very much. Maybe just a two or three level dip could be fun to play with.

You fear it more than the strike of a viper, the ravages of disease, the ire of a lover. The answer is always death. But death is a gentle mistress with a sweet embrace, and you owe her a debt of restitution. Life is not a gift, it is a loan."
Hurtful... : ) with that stat block you can mix up some weird classes. Paladin wizard? Why not. Toss in levels of Cleric, we got you covered. You have tons of flexibility, plus you can bolster weak skills with proficiencies so you are pretty good at everything.

Keep in mind that the 2nd bullet works for all ranged attacks, including spell attacks.
While the arguments for anything other than ranger are valid, consider the ranger only spells that are designed for ranged attacks before completely writing Ranger off. The cost to get those spells in a multiclass scenario may be high enough that you still choose to forgo Ranger, but it's worth considering. The ability to get Archery fighting style for any non fighter is nice and getting defensive fighting style and Archery fighting style is nice for Ranger/Fighter combos.

Does Elven Accuracy also work like this? The 1st bullet says to increase Dex, Int, Wis, or Cha by 1, and then the 2nd bullet says:
Whenever you have advantage on an attack roll using Dexterity, Intelligence, Wisdom, or Charisma, you can reroll one of the dice once.
Does that mean that even if I choose say, Cha, I still get to reroll on a Dex, Int, or Wis attack that has advantage?

Yes. The first bullet is just a stat boost. Most elves will not choose strength since they get a boost to Dex and then one of the mental stats. Additionally, their lore has them as lithe which goes against the general picture of strength. To reinforce that flavor, the second bullet allows for the attacks to come from the stats most associated with elves, regardless of the stat chosen during the first bullet.
The most likely scenario for most elves would be the application the second bullet to one of the spellcasting stats and dex. A couple of multiclass builds might differ, as well as options like a high elf getting an attack cantrip from their racial cantrip but choosing to be a druid or sorcerer.

An Arcane Archer - Fighter, with the Crossbow Expert Feat would allow you the option of being a more frontline archer.

I'd be a Variant Tiefling with wings, and play as a rogue with a longbow.

🤷🏼♂️ With stats like that. Might be hard to actually have fun.
I’d go a bizarre route, and try and make a non-traditional cleric.
or... haha... or make the first useful Kensei Monk in 5e history (exaggeration)

if you want to nerf yourself you could always do something weird like an orc wizard or a barbarian kobold.
