No, at least not for the standard definition of 'reach' in 5e. It does not impact your opportunity attack range or grappling range or anything like that, though it does allow you to 'reach' objects that are 10 feet away for the purposes of manipulating them (like door handles, levers, containers, etc).
Treat it like you would a Mage Hand with a 10 foot limit, except it doesn't require your action to actually manipulate.
Yes to Aetherlwolf, the language used to describe the pseudopods function is almost identical to that of Mage Hand, with a 10 foot range, particularly regarding prohibition to attack. Although "10 Foot Punch" would be a cool feat.
I agree that by RAW it's not a 10' reach, it just I play a lot of monks, and it seems that if I can create a 10' long limb I should be able to hit with it. And I think it would be a cool ability for the plasmoids in their natural form.

The pseudopod explicitly can't attack, which probably is supposed to mean it can't be used to make an attack.

Try hitting someone with a water balloon. You would have to go really fast for it to do 1 point of damage

Thinking it's more like a silicone implant in consistency, and those can pack a wallop. Never going back to that club....

well for me i think it be neet to play as a goop person and if any one try to say "it don't fit in the lore of my game" you dont need to say it was from a outer space you can be a person that was hit by a spell and melted into a goop or you are a odd Wizard experiment for in D&D if there magic there is a way.
now im ok with the skills the Plasmoid have but the open an unlocked door or container of the pseudopod part of the Shape Self ability seams to much for if a Plasmoid can open a lock by blooping out a pseudopod why have a rogue or the lock picking skill in the first place so it fix it wooded that the pseudopod can open things but it can't lock pick this way it balance the skill and let those who have lock picking have the spot light.
