Unearthed Arcana playtest rules are added to D&D Beyond from 1st January 2018. All UA releases prior to that date are considered by Wizards of the Coast to have completed their playtest cycle.
You are welcome to use the homebrew tools to create this feat for your own personal use, but please do not publish it!

there's no feat named Stealthy in any of the published 5th edition books.
edit: I noted that there was a feat by that name released in an Unearthed Arcana playtest document:
