I expect that level 17 ability will be toned down considerably :)
For the monk? Why? Its good, but certainly not OP, IMO.
Second bullet point in particular.
I think it should be limited to creatures that fail the saving throw against the breath weapon, but I think its mostly okay, due to the fact that the breath weapon is limited.

Draconomicon 5e confirmed? With Tasha's basically becoming Xanathar's 2, I'd expect we'd see a Volo's 2 sometime soon and theorized about this, but this seems to cement my theory.
Volo's 3, you mean? We already have Mordenkainen's Tome of Foes as Volo's 2. I was thinking Draconomicon as well.

Mordenkainen's is more like a bunch of lore and reprinted stats and subclasses. Not that it isn't a great book, but Volo's is a lot more focused on certain types of monsters, added more races, and also had a lot of miscellaneous monsters. A Draconomicon would probably be closer to Volo's than Mordenkainen's. Also, Mordenkainen's was released earlier so...
Neither Mordenkainens nor Volo's have subclasses. I believe you mean subraces. Also, Volo's was released in 2016, and Mordenkainen's was released in 2018.
Volo's is more of a monster and race book than Mordenkainen's, you're right there. I just always grouped them in the same category (bestiaries with races and subraces, as well as lore).
It would be strange to have a Volo's 3.0 that has subclasses, as neither Volo's nor Mordenkainen's had subclasses or major player options. It was my understanding that they wanted them to be mostly bought by DMs. If they add subclasses, that would open up marketing to players.

Mordenkain and Volo's are kinda "secondary" books. The "core" books are as you know PHB, DMG, XGtE. The other books like SCAG, Wildemount, Ravnica, Eberron, are uh... the least important books. So you could probably group Mordenkain and Volo's together, they're the only not core books that don't focus on certain planes(scag focuses on FR)

I meant subraces, thanks. I'm not sure how I mixed up Volo's and Mordenkainen's release dates though. Perhaps The Draconomicon/Klauth's Hoard of Everything/whatever you think it will be called will have both Subraces and classes, which I'm all for. I'd say that Volo's and Mordenkainen's are in the same category, but they're pretty different books, so I still think we'll get a trilogy resembling Xanathar's, Volo's, and Mordenkainen's.
I guess I like both subclasses. They're not bad. The monk doesn't really make sense to me, but the ranger seems super cool and unlike anything I've seen before. Some weird mechanics in there, including more proficiency bonus/rest. Overall, it's not my favorite UA but it's not super unbalanced. In fact, the fact that neither subclass is super strong is kind of weird, seeing as Wizards said they purposefully make UA powerful so they can later tone it down.

It's not a core book says WotC, but you really WANT it if you want to really get invested in D&D. So i put it in core books, it's sure not secondary. I didn't put MM in core books because only DMs need it
So, the three book types this UA could be for are a Draconomicon, Dragonlance setting book, or Tarkir setting book. I am mostly ruling out Dragonlance, due to the current lawsuit from Margaret Weis and Tracy Hickman. I think the Draconomicon and Tarkir are equally plausible, but the Draconomicon is probably more likely. Even though there has not been a non-core book that has had monsters and subclasses, except for setting books, I think that a new style involving dragon monsters (gem dragons), dragon-themed player options, as well as lore on the dragons is a fairly likely upcoming book.

Tarkir is unlikely as M:tG has already announced its main sets for the next year and Tarkir is nowhere to be seen. Shame though, I would love a Tarkir book.
I know a decent amount about M:tG worlds, but Tarkir is Greek to me. I think its less likely to be an upcoming release due to it being one of the M:tG worlds that isn't very well known.

I would be so stoke if these subclasses were an indication of a dragon themed book like a Draconomicon. There is so much you could fit in a book for these creature types.
Dragon Lore and Biology
An updated draconic pantheon, as well as showing the draconic versions of the Sovereign Hosts and Dark Six. Maybe even same prevalent draconic cults
Crafting using dragon parts
Dragon themed subclasses
Potential racial variants for Dragonborns and Kobolds, and maybe even racial variant traits for being dragon-blooded
New Dragons like Planar Dragons, Gem Dragons, and Catastrophic Dragons
Maybe new draconic familiars, companions, and mounts
More drake and wyvern options and maybe even other types of dragons like Lindworm and maybe even some draconic hybrids (dragons can and will breed with almost anything)
More creature variant options to really customize your dragons encounters
Lair concepts, Lair traps, and minion charts
Magical items
New spells that dragons and others can use
Ideas on how to use dragons in campaigns
There is a lot of potential!

My thoughts exactly. Kind of sad though, I wanted the next release to have a Dog-kin race, but this is great too. One thing I want: Draconic Druid. Wild Shapes into something similar to the Drakewarden's Drake. Also, I need more Drakes for more Drake and Josh jokes.

Your welcome. Most of the previous Draconomicons had most if not all of these (though instead of subclasses they were prestige classes).
The only things I didn't include were classes for the dragons, feats for the dragons, and stat blocks/lore for some of the most well known dragons.

I actually really like these subclasses, especially the ranger one. my first thought is it seems quite similar to your homebrew Third...

Tasha's has information on how subclasses convert to other settings. Maybe the Draconomicon will do that with subclasses, races, and monsters.

A Draconomicon would be a great book, though I would hope that it had more than just these two subclasses in it.
Would a Kara-Tur book have a dragon Monk and/or Ranger?
