high elves - or more specifically moon elves - seem to be a more edgy looking elf in physical appearance over sun elves, as moon elves have blue-ish or pale skin. Is it possible to have a moon elf that is fairly gothic as in eyeliner/facial tattoos, gothic clothing etc?
You can have a Sun Elf that is Gothic in appearance, or a Moon Elf that is Gothic in appearance, you can also have a gothic looking gnome, tiefling, human, dwarf.... and so on.
Your race doesn't define your make-up, clothes, attitude, choice, way of living, tattoos etc. That's your choice as a player.
Have a conversation with the DM about your player choices but it would be unlikely they'd have any problem with it.
