Have created a new 4th level Druid. He should have three 2nd level spell slots, but nothing under "Manage Spells" seems to allow him to learn new spells.
Druids don't learn new spells. They have access to all spells. They need to prepare spells. In Manage Spells there will be an option to prepare spells.
The number you can prepare is level + Wis Mod. So if you had 18 (+4) wis you'd have total 8 spells to prepare, not counting the "always prepared" ones your subclass might grant. So, ensure you aren't already at your maximum number.
