In D&D Beyond, can the DM can give feats (official or homebrew) to a character even if the character isn't qualified for them?
For example, if I want to create a house rule that allows players to choose additional feats at certain points, or granted under special RP conditions, will DDB allow this?
When I do this, I see a list of three feats. One of them is for firearms proficiency, one is for deep gnome magic, and one is (apparently randomly) Grappler.
Is this because I'm not a paying customer, or have the instructions for adding a feat that the player's character isn't qualified for changed?

If you did not buy anything, then your character is probably in a campaign with Content Sharing on, and somebody in the campaign have purchased those feats.

I hate to disagree with XXXGammaRay, but the three feats you are seeing are the feats that are available for free. So, yes, you only see those three feats because you haven’t purchased any content and your character is not in a campaign where content sharing has been turned on. (If your character IS is such a campaign, ask the person who turned on content sharing to turn it off and back on again)

So I've just checked. For clarity, I've only obtained Dragon of Icespire Peak and the Beyond Icespire Peak Trilogy. In theory, none of those should have unlocked feats.
All three of the aforementioned feats are available to me.
It seems that they are all free. I believe that to get the Deep Gnome Magic Feat, you have to be a Gnome and to get Firearm Specialist, you have to enable extra content (Eborron I think) at the beginning and it allows it - even if you don't have any content purchased for it.

Yes. You can "Manage Feats" directly from the character sheet, adding them as desired.
If you go to "Features & Traits" > "Feats" > "Manage Feats" you can add any and all of the feats you want.
