I thought the gist was that when a monster has an updated stat block from new books, then the old one becomes "Legacy".
However it seems that just all old books are marked Legacy and most of the creatures are never updated.
A simple example, Abyssal Wretch is legacy and is in an official adventure, Descent into Avernus, but there is nothing to replace it with.
I think I would prefer only the legacy tags on monsters that have a new version.
It just wastes my time searching for a new version that does not exist.
The Abyssal Wretch is Legacy because the book it's in is considered Legacy, not because the monster was updated.
Monsters of the Multiverse is the updated version of Mordenkainen's Tome of Foes, but that creature wasn't reprinted in MotM.
