The character is based on an arabian blade dancer wielding 2 scimitars. Very acrobatic and performative (expertise of course). Doing trickery spells meanwhile to the audience.
Is it a viable multiclass? Is two weapon fighting good on this?

Starting with few levels of rogue of course. Then 2 levels of wizard for bladesong.
However, remember, when you are wielding 2 scimitars, and none of them has a Ruby of the War Mage (magic item = weapon as a spell focus), you have difficulties casting spells with somatic components, because you need a free hand for that.
With one of the blades being your spell focus, you could cast spells with somatic and material components (that do not cost gold), but no spells with only somatic, but no material components.
(Verbal is always possible, so I did not address that).
An Arcane Trickster with 2 levels of Bladesinger is an excellent multiclass, but I would skip the second sword the free hand is more valuable. The only Ritual spell I would take before gaining a level in Wiz is Detect Magic, otherwise save all the Ritual spells for Wiz spells instead of Trickster spells. With two levels of Bladesinger you will be twice as good a caster as an Arcane Trickster alone is.
I would still skip the second sword because either Booming Blade or Green-Flame Blade is a better option than the Attack action by itself, which means you won’t get to use Two-Weapon Fighting anyway. I would probably take the Metamagic Adept or the Fey/Shadow Touched feat instead. Or perhaps the feat that lets you take a Fighting Style.

Starting stats: 8 str, 16 dex, 14 con, 14 int, 10 wis, 13 cha.
Soon after the game starts, DM gives free feat, so I am counting on war caster for the somatic component while being with 2 scimitars.

Another viable alternative that’s a little more Two-Weapon friendly is a Swashbuckler with a 3 level dip into Hexblade.

@Voras @IamSposta DM will give free feat, planning on war caster.
Then Ruby of the War Mage is a must, because War Caster does not circumvent material component handling.

There’s no guarantee that’ll ever even come up in the campaign. Making a build around a magic item you may never get seems unwise.

On top of that, the Ruby is a guaranteed blocked attunement slot.
