Thing #1 - I made a campaign for just one player, me as DM. The other player will be creating a DDB account, but the character is already generated on my account. I found no tool on the website or app to transfer ownership of a character to another player. Is there an undocumented feature that allows this, or do I need to have my new player re-create the character?
2. I have made some NPC companions on my account to run alongside my player. How do I get them into the campaign?

1) you should be able to join a campaign (using the link inside the campaign) with your own character, which you can then unassign in the campaign interface. This will let any player you invite with the campaign link claim that character.
2) if you want the player to see your npcs you can just follow your campaign link again with each of them. If you don't want them visible to the player then don't add them to the campaign and just access them from your characters collection

Thing 1: get campaign join link, use it, add your character. Go to campaign and "unassign" character. Give join link to player. They can click the unassigned character and it becomes theirs.
Thing 2: They don't need to be in campaign, but: if you made the NPCs the same way as a player character, add them the same way as the first part of Thing 1. If you made them as NPC statblocks you cannot add them nor need to. You will need to track changes to NPC separately, be it on paper or a notepad the same as you would for any monster statblock.

When they use the campaign invitation link, the choices are to make a new character, claim an unassigned character or finally to use a premade character on your account and assign them to the campaign. If the character isn't already in the campaign then follow the instructions in answer 2 below and then start with this answer again from scratch.
2) To import characters into your campaign, open your campaign and find the invite link on the front page of your campaign. Paste that link into your browser and it'll give you the option to select one of your already made characters and join them into your campaign.
