Purchasing content and subscription are unrelated. Purchasing content gives you access to the content. Master tier subscription lets you share it in a campaign you're part of (you don't have to be the DM).
You might find this post helpful. It spells out a variety of use scenarios for DDB and makes suggestions of what to purchase to address the needs of that scenario. There are a wide variety of options and price points depending on what you want to be able to do with DDB.
