I want to use a sub-class in Xanathar's but I don't get that option. Do I have to buy the book, or is there another way to get the Oath. (I know I can just spend $1.99 but I seem to be doing that a lot.)

If your DM has the Master Subscription and owns the class in question you should have access to the class via the character creator. If you own part of a book then yes, you should be able to independently purchase that book at a “discount” reflecting the separately purchased material. Are you creating the character within the campaign you share with that master's tier guy or outside of it? That may be what's causing the issue.
While you can view the sourcebooks without having to go to the campaign first, the mechanics are only available within the shared campaign.
