My daughter has been absolutely fascinated with dragons for a couple of years now and rereads over and over her Wings of Fire series. She asked how come I’ve not allowed her to play D&D so I bought us the starter set.
She keeps wanting critters as pets, which I keep explaining it doesn’t just work that way. So now she’s drawing pictures of what her potential pet dragon will look like. I explained to her that there’s no way a dragon would be a pet, that they look down on humanoids and are haughty. So she asked if she were to obtain an egg would it work. 🙄 So I told her I’d ask if that was a possibility.
Guess I’ll be needing to upgrade, beginning with the monster manual. She’d no doubt be thrilled.
She has a wizard Tiefling and a Dragonborn barbarian (it’s just the two of us unless we can find other interested people - one in mind). I had to create a few NPCs to make a group.

There's no rule that forbids having a pet. The only thing between her and her imaginary pet is you.

Maybe I’d have it just eat her...
Please don't squash her enthusiasm. The game's supposed to be fun! Meet her halfway. Tim's suggestion is spot-on and gives you an excuse to take her the Feywild. Alternatively you can just introduce some other variety of dragon that's better suited to be a pet or just change how dragons in general behave. It's your game, you can do whatever you want.

Not that she couldn’t have something interesting and unusual as pet, but that you don’t just get one. Maybe if she were to happen upon one for sale, but otherwise I explained she’d have to get one as a baby, that wild creatures won’t just become your pet. Tame creatures would be rare and expensive, and a dragon just couldn’t be one, though I had to admit that the idea of dealing with one from the day it hatched might well change this, though it wouldn’t be a “pet” but a friend.
i showed her the pseudo dragon and she liked it. Again this couldn’t be something she can just catch and befriend, but one could certainly become a familiar or some such.
I guess some of this makes sense to her as we have volunteered at the Austin Aquarium that has cool critters like lemurs and kinkajous, which we got to play with after helping, as well as coatimundi which is our goal as they were explained to use as being like large squirrels with the energy of insane puppies. It wasn’t discussed and I doubt she considered how they came to be where they are and why they allow us to handle them.
You aught to consider metallic dragons as well. They're good natured compared to chromatics.
Brass dragons love conversation. Copper dragons love jokes and funny stories. Gold dragons shapeshift and befriend people. Silver dragons are very social and take a liking to humanoids. Bronze dragons like joining armies that are fighting for a just cause.

On this note, I was going to comment that she could come across a wyrmling that has been captured by poachers, and can save and befriend it.
You could also use Guard drakes from volo's guide.

btw drake warden ranger exist where it gives you a pet drake/dragon. the drake grows as you level up, and at level 15 you can ride your dragon. it has custom stats for the drake that are pretty balanced for gameplay, so you wont feel overwhelmed by there being a dragon tamer in your game. if she doesn't care about the riding as much then she could also multiclass out to fit whatever character she's trying to achieve. there's always ways to make people's fantasies a reality.
I stole that idea from Robert Asprin's Myth books.
Yeah, Asprin did that wonderfully in the Skeeve/Myth books. Everyone thinks the dragon is a dumb beast except Skeeve a human that is the dragon's pet. Even Skeeve just thinks the Dragon is an intelligent animal. But eventually it is revealed the dragon is probably smarter than Skeeve, although too young to speak the humanoid languages.
In The Sunless Citadel, I changed Calcryx from a white dragon to a pseudodragon. After being rescued from the goblins and kobolds, Calcryx joined the PCs and took to the party's cleric as a companion.
If she is but a small child who really likes dragons I don't see why not let her have one. I mean, I wouldn't give my friends pet dragons (because we're sophisticated teenagers who somewhat value balance) but I wouldn't fuss over lore or balance if its just you and your daughter playing a game

She could befriend a Psuedodragon.

Or she could be a Warlock with a Psuedodragon familiar, another option is you just house rule an option to have a Psuedodragon Beast Master.

You could also homebrew a fire lizard from Anne McCaffrey dragonrider books.

Here’s a picture she drew of a dragon she intended to have as a pet:
*EDIT*
Seems I can’t get pics to post.

I like this idea.
Another idea is a dragon could adopt her PC as a pet. They’re ntelligent and arrogant enough that some of them could do that as a hobby.

How excellent would that be! That deviousness would be better than just having her eaten.

Yes, Fizban's came out like almost three years after this thread fizzled away. Maybe the Dad can retcon their daughter's game.
