As it has been established that we can purchase content piecemeal without buying the entire digital book will that still hold true on release of the 2024/ 2025 content? Will we be able to purchase only the digital updates and changes? Character creation sheets already allow for toggling what content we would like available for each character will that change in the future?

Piecemeal purchasing has been removed entirely, already. So at this point it would seem unlikely they'll do it for the new books.

ddb removed it but even pre removal last official books was without option of a la carte. So until it hit both wotc wallets and brains return of feature is not going to happen

No. They have removed the piecemeal/a la carte buying feature.
