I have a player that wants to quit one school of magic and "multiclass" into another school of magic. Is there a way of doing this?
No. Just let them switch subclasses or try to understand why they want to quit that subclass anyway. It may be perceived weakness because they are in a campaign that doesn't benefit from the features very well, or they are a Transmutation wizard, in which case take pity on them.

Abilities, yes. But not necessarily spells. Honestly though, I would just let the player swap out the spells if they want to. I would just keep the same number of leveled spells the same at each spell level. For example: Four 1st-level spells, three 2nd-level spells, two 3rd-level spells. That is, if the player is not having fun. If they are having fun and they just want to split their subclass abilities, then I would just say no and advise them to pick one. But I personally put player fun ahead of game canon, so mid-game changes don't bother me.
I might also try to see if there is an alternative, like if they don't like how they can't use some feature, propose putting more opportunities to use it in the game.

The builder is extremely open when it comes to spell choice. From a DM perspective you might need to look at if he scribed any spells into his book from his subclasses magic school and how you would want to handle that. Otherwise you're fine.

Maybe I’m wrong but wouldn’t any spells scribed from the spell school only have had less time and lower cost? They didn’t get free school spells, just the two per level like normal, not forced to choose their school, and then any spells they find. So if they were Transmutation and switched to Divination wouldn’t you still want found Transmutation spells in your book?
