I am trying to make a character with a dragonmark from Eberron. I can't figure out where to choose the dragonmark in the Character builder. Can someone explain where to add the dragonmark or how to change the species to dragonmarked human?

Presently dragonmarks aside from the Aberrant Mark are variant species stats- you’ll need to pick the appropriate base species and then there should be an option to select the appropriate variant. The upcoming book instead makes the marks functionally Origin feats- they’ll each be tied to a background. But that’s in the future.
Do you have access to the books that the dragonmarks come from in the character builder?

Sorry, they're found in Expanded Rules under Human, not in 2014 Core Rules. You can use the search box or the source filter at the top to help narrow down your options.
You'll also need to own Eberron: Rising From the Last War, or have your character assigned to a campaign where that book is shared with you. You'll need Expanded Rules enabled for that character as well.
Hrmm, maybe it's because this particular character isn't assigned to the campaign which the books are shared with me. I can access the books to look at the rules, but I wonder if the reason I can't build a character using that material is because the character isn't in that particular campaign.
I just purchased the Eberron book myself, it's in my entitlements, the expanded rules box is checked, and still can't see the option for dragon marks anywhere under the human species options.
It can take a while for things to unlock after a purchase, especially if you bought through the app rather than the website. Give it ten minutes or so, check everything in synced again and it should be there

Make sure you're selecting the Human under "2014 Core Rules" as well. If you choose the 2024 version under "Core Rules", you won't see those options.

Ah, yes. All the variants only work for Legacy race options, not the ‘24 ones.
Nothing appears after I select Human (Legacy).

Yeah, I'm part of a campaign that has the books available. Very strange.
If all these things are true, then you should be able to access it:

And again, if that's all true, then I'd recommend using the search bar at the top of the species selector to help find the one you're looking for.
If it's still not there, then one of the things above is not true.

Yes, that’s the issue. To apply shared content to a character, they need to be in the campaign sharing the content.
