You give the giftee a product key. After purchase, gift product keys you purchased can be found in the Marketplace tab under Account, the same page where you check your purchase history and sync entitlements.
I had a similar issue before and ended up grabbing a digital picture frame as a fun workaround—the person I was gifting to used it to display their favorite character sheets and campaign art. For the actual digital gifting on D&D Beyond, I found that sending them a gift code through the site worked fine, but you do have to be logged in and use a browser—not the app.
I started the process to purchase digital content on this site and clicked the "this is a gift" box but where do you designate who the giftee is?
I stopped when I got to the payment section because I didn't want to risk spending the money without the content being sent to the right user.
Last question, do I need their email or is their DDB account name sufficient?
