Im new to both D&D and these forums, so apologies if anything I ask might be common knowledge.
Im in the process of creating my character (a Tabaxi Bard), and the book says that im 6-7 feet tall and Medium size. My question is, does my character's appearance have to match those numbers? My character concept involved a small cat bard running around being a general nuisance. His appearance would have been similar to Exceeds from Fairy Tail. Is it possible to make my character's appearance small without changing his Medium size (since I know that affects in-game stuff), or even change his size altogether, with my DM's discretion?
The DM is free to do whatever they like. They might allow you to use the Tabaxi race's traits other than size, they might decide a Halfling's traits are a better fit and just describe you as a bipedal cat, they might mix together traits from different races or even create a new race altogether using the guidelines in the Dungeon Master's Guide. It's totally up to you and your DM to come up with a solution you're both happy with.

A medium creature is not less than 3 feet tall, so I think the DM will have to allow your size exception.
Being a child or young teen would also require DM permission as minors are not really covered by the rules.
Okay, thank you so much! I'll be sure to talk to my DM about it.
