I'm running a 20th levelled campaign atm and I saw an idea somewhere for a high levelled city where it basically functions as a normal city but the twist is that all the inhabitants are super high leveled creatures (liches running the tavern, etc)
I can't remember where I saw the idea, possibly a Matt Colville video? Does anyone know the name or have any other ideas?
Sigil was the first thing I thought of too when I read your description. There might also have been a city kinda sorta like that on Athas (Dark Sun campaign setting not currently supported in 5e), that world is so rough starting character were made as 3rd-level because ill of the 1st and 2nd level characters died already.
