I created some public notes for my players and had the first one join my campaign today via the app. we're trying to figure out how he finds the DM public notes for my campaign on the app.
so i guess im confused as to the purpose of the app? i mean honestly everything on the app is just character creation which you cant even edit or delete characters unless you go to the website anyways. I just dont get the point then.

As a player (not DM), you can use the app to handle your character sheet during a game session.

In addition, the app does not require the internet, neither wifi nor cellular data. So if you frequently have to play in a dead zone apparently it is invaluable. (I dunno, but apparently this is an issue for lotsa folks. 🤷♂️)
Personally, as a Player, I always thought the was kinda pointless too. I ended up using as a DM however. I like to create certain NPCs using the PC builder instead of specing them as Monster Statblocks, it helps me get into them as characters better. On top of that, whenever a Player can’t make a session I run their PC for the session as an NPC. I have noticed that the more tabs I have open to DDB, the more likely their server’s cache seems to get out of wack on me sometimes. During a normal day it’s not a problem if my browser tabs refresh while I switch back and forth, but as soon as I gotta use that darned Combat Tracker, if the server’s cache gets out of sync and that tab refreshes.... Lemme put it this way, one time back in the day my PS2 crashed on me like that and I instinctively took a physical action I regretted the next day when I had to go drop $50 for a new controller. I cannot afford to replace my iPad, so when the tab with the Combat Tracker crashes I cannot afford to get that frustrated. And I got tired of memorizing the Initiative for every combat so I could re-re-enter it every session. So, whenever possible I use the app for my NPCs so I am less likely to cause the server to go outta wack so I don’t crash the gorram Combat Tracker because I don’t wanna spike my iPad outta sheer frustration.
Oh, by the way, I actually came back to mention something related to the actual question. 🤦♂️ If you are in the app and tap the red tic-tac-toe lookin’ button that lets you navigate your character sheet, all the way at the bottom of that list is an option to “View Character on Website.” That doesn’t swap you to your browser. What it does is open an in-app browser window for your sheet. From there if you tap the Campaign Button, the DM’s Campaign Description is at the top and the Party Me,bets are listed below it. So, whatever the DM wants accessible all the times should go there, and I personally would put the actual Campaign Description under the Public Notes field instead. I doubt my Players need a description of the thing they are doing accessible all the times, but stuff like mission objectives, unclaimed treasure, party resources (you know, the useful stuff) is nice to have there instead.

Unless I am mistaken he cannot. He has to view the actual page on the website.
