I mean there is "rage" the activity and "Rage" the feature. I would argue the barbarian could get really really angry and violent with that command - but they wouldn't have the benefits of the feature. That said I'd even argue that a barbarian that ISN'T out of rages isn't forced to use the Rage feature when commanded, just to get angry af (same way you shouldn't be able to force someone to cast wish).

Yo! could a party wizard cast command on his barbarian friend that is out of rages to rage? would it would it give them a "free" rage?
Nope. There’s basically a resource pool of rages that are consumed to activate the feature; if there’s nothing to spend, it cannot be activated.

Following the absurd logic, you could command a dwarf to fly and they would begin to fly.
