balance is realative so it will depend on what it is surrounded by, but it doesn't seem too bad. Except for the free +10 to deceive someone while using your alter self ability. That seems insane.

I think the +10 is only for checks to convince someone they're human as opposed to kitsune (or anything non-human in general). Not to impersonate a specific human, just to pretend to be human.
It doesn't look too bad to me, though they do get a lot of minor things and not so minor things. I might drop the Acrobatics proficiency and maybe tone the spells down a little, but it's - as far as I'm concerned anyway - acceptable as is.

The racial mods are slightly underpowered post-Tasha's, but the rest of the race is built like a half-elf but better - you can view this race as a half-elf with -1 stat point, -1 language, and slightly better than drow ancestry, and then it gets a skill and 1) a choice between a bite attack and +10 to appearing human and 2) an unarmed speed boost mod that works in both base and human form [I assume this is intended to encourage monks and spellcasters]. Overall, I suspect it evens out to slightly overpowered - being able to choose racial spells is beyond legit - but it's close enough to be usable.
