Is it possible to create custom ammunition in the Homebrew tool? I'm attempting to make a few custom bolts for a character and am having difficulty classifying it as ammunition.
It is not a bug. It just hasn’t been implemented yet. A bug implies something is broken. What hasn’t been added cannot break.
The fact that they show custom ammunition in the drop down, but it errors out when you try to even make a copy of the stuff that's already in there means it's a bug. If there weren't any ammunition items in the drop down, then you could call it a missing feature, but it's there and it doesn't work, so that makes it a bug.

What I think you may not realize, and forgive me if I’m wrong, is that the “Homebrewer” isn’t right a homebrew creator at all. Originally WotC forbade DDB from allowing us to homebrew anything at all. The former head of DDB, Adam Bradford bugged them for a year and change trying to get them to change their minds. It wasn’t until he eventually showed up in person with several reams of request from thousands of WotC’s customers requesting the feature that they finally, begrudgingly capitulated… with several conditions of course, and no lead time.
So the DDB Devs used their official content creation platform. Unfortunately it was never designed for anyone but the Devs to use, hence the… “less than intuitive” interface. It was also capable of creating things that, when incorrectly configured could crash the eff out of character sheets. So the Devs dropped everything and hid the majority of things most likely cause crashes and locked them behind admin privileges, granted all of us user access and crossed their fingers. (The religious among them may have even prayed. 🤷♂️)
They then rushed back to their “regularly scheduled programming.*” (😂😂) That regular work was a combination of ripping apart DDB’s entire back end and rebuilding it from scratch without causing a site wide TPK of all characters, and keeping up with WotC’s publication schedule. Both Herculean and thankless jobs. Only on top of that they then also had to simultaneously deal with countless users complaining about the exact same limitations that the Devs deal with every day, and even more complaints like this one that they couldn’t even begin to consider before they had completed overhauling the backend. This is on their list. But so are:
Getting the Extras section to pull data from the character sheets and use it to populate monster statblocks for all the Artificers and Druids, but most of all for those poor, poor Beastmasters. (They deserve a break.)
Getting the dice roller to recognize the new roll codes in statblocks under Extras.
incorporating temporary features in the character sheet, features like Rage.
Adding actions to magic items.
Implementing the ability to put stuff in containers and things on mounts.
Etcetera, etcetera, etcetera….
Everything can’t be first, a touch of patience is required.
