These come as a pair of small rounded shield-like weapons. The edges are sharpened and can be used to make slashing attacks with each hand. It is possible to use just one if you need a hand free for something else. You cannot use both and a shield at the same time. The cyclones may also be thrown and will return to the user's hand whether the attack hits or misses.
While wielding both, you can use them to block blows, giving you +1 to your Armor Class.
When wielding Cyclones if you take bludgeoning, slashing, piercing, thunder or force damage, you can absorb some of the damage into the cyclones causing them to crackle with energy. Half of the damage from a blow can be absorbed giving you an equal amount of Temporary Hit Points. e.g. If you take 12 points of damage, you can gain up to 6 THP.
You can choose to expend these THP to increase your melee damage. Each THP used in this way gives a force damage bonus on one attack. Using the example above, expending the THPs one melee attack can inflict an extra 6 points of force damage.
You have a +2 bonus to attack and damage rolls made with this magic weapon.
Proficiency with a handaxe allows you to add your proficiency bonus to the attack roll for any attack you make with it.

Looks like a neat concept if not a little bit on the strong side but here are few things: 1- What's the damage die on this weapon? is it a d4 like hand axes since if you are proficient with hand axes you can use Cyclones...?
2- i think the wording needs to be bit clearer on some parts like: If the weapon requires attunement or not (unless you already written that in the item post). also i think it's best to keep them as the either only weapon can be used like you can only use it if there is a pair of them or, remove the fact that it's a pair of weapons for clearer way of using it to avoid confusion imo.
3- i suggest moving the + to damage and to hit as well as the bonus to ac to the beginning in one paragraph like most items tend to be.
4- i suggest you make the absorption as a reaction to make it a little bit more balanced because with the current wording it feels like you can technically absorb half damage infinitely in one round. You can changing the clarification of how the absorption to works, to something a long the lines of: "Absorb half of the damage received, then gain temporary hit points equal to the damage absorbed after the damage is taken"
5- you might want to put a limit on how much damage can be released at a time (if not cap it at a certain limit as well as the temporary hit points) by this weapon as it can deal too much damage when facing strong opponents.
6- lastly, you can publish an item despite it's percentage of completion but just make sure you specify what version is the item at upon creation then slowly update it until you are satisfied.

1 - the damage is the same as a hand axe - 1d6, slashing, throwing, light.
2 - wasn't sure about attunement yet. I was imagining in my head dual mini shields like Captain America in Infinity War, but round. I don't want PCs questing to find a pair. They go together like Katana and Wakizashi, flip flops and the beach, Batman and Robin. Want them to be dual wield out of the box, otherwise they're just small shields.
3 - No problem.
4- I saw it as similar but different to Resistance in power.
5 - I don't mind the damage output. If you take 50 damage, you still took 50 damage. So you have to consider if you want to hang on to 25 THP to reduce another hit or hit back. Might cap the THP
6 - I HATE seeing something I publish and find errors or bad phrasing. So this time I want to get it right before hitting that button.

Okay, that is the part I am struggling to word properly. If it was always a pair, it could be handled as a single two-handed weapon. But that won’t do here. And versatile would change the damage, so that’s no good either. On this case, I think making the pair with the intention that a PC would dual wield is better. Does that work?

Then I noticed that someone else had mentioned it and you agreed so I went with it. I also altered it slightly to allow the user to deal that force damage on both melee and ranged attacks, if you don’t like it just change “an attack” to “a melee attack” and that will be addressed.
The only thing I wasn’t sure of is if they each grant a +1 AC bonus, and that becomes a +3 total when paired, or if they individually grant no AC bonus and only grant a +1 when paired. I wrote it as if they work the second way. If it’s supposed to be the first way that should be mentioned in the same paragraph with the +2 Magic bonus and the returning property.
This one had some interesting challenges to work out. I enjoyed the process, I hope you like the results.

I didn't think of making it versatile, that's a good idea for other items but not quite for this. Like double fisted daggers - nice imagery.
I didn't want to limit players by forcing them to use both if they need to cast spells or something.
Yes, dual wield if you use both, +AC if you use both.
