I’m trying to make a collection of magic items that grant various abilities to the user and each scales over time based on what knowledge level of the item they have, is there a way to do this mechanically?
You'll have to make a different item for each scale. An example would be Matthew Mercer's Vestiges of Divergence would require an item of each type: dormant, awakened, exalted because there is not a mechanical way to replicate these changes.
