At first tier it's unlikely for an entire party to go underwater for an extended period of time. Looking at coastal monsters of fourth level or lower, sahuagin, sea hags, sea spawn, and kobolds all stand out as potential monsters. Terrain wise, a partially flooded dungeon may be an interesting challenge for your players.
