I have an item I am trying to create in DDB since I have a player that can't use the VTT I use (he only has a tablet and the VTT won't run on it). I am trying to make a longbow, and rather than its attack and damage rolls using dex, I want to set it as Cha. Or at least I want the roll to hit to use Cha rather than Dex as the idea is the bow using magic to guide the arrows rather than a simple aim and shoot that would use Dex.
You'll generally have better luck asking for homebrew support in the homebrew forum, but fwiw, I don't think you can make the item you're thinking of in such a way that it will automatically work as expected (e.g. scaling correctly as modifiers change).
You won't be able to make a homebrew longbow that specifically uses CHA; the best you can do is a modifier that makes all magic weapon attacks use CHA.
But what you could do is make a Custom Weapon Action for the player, with CHA as the modifier to use. That will make it use the CHA modifier for both the Attack and Damage rolls.

Is this possible?
The simplest solution would be to explain it in plain text on the longbow and let the player customize the longbow directly on the character sheet to reflect the correct attack and damage modifiers.
