I'm working on some magic items, as well as some feats, that rely upon your proficiency bonus to determine how many charges you get. Is there some form of scripting to determine amount of charges an item has based on proficiency bonus?
Why would they be designed like that? There's so much stuff that relies on proficiency/per long rest or whatever. Is there a way to tie charges to anything? Like CHA bonus?

No. Magic items are designed to be agnostic of stuff like that.

No. Magic items were specifically designed to be agnostic of PC stats. You would have to ask Jeremy Crawford why.
