There are not many examples of magic items give a boost to one's hit point maximum. I would say if the toughness feat is the only thing the item has, it's uncommon. If it's got more, I would consider rare.

I‘m thinking of a homebrew item, a belt, that gives the toughness feat. Where would that be on the scale of uncommon, rare, legendary?
