Magic item rarities don’t really necessarily correlate well as a measure of power level. There are some Uncommon items that are objectively more powerful than other Rare items. That being said, this should probably be a Rare-Very Rare item depending on the campaign and how tactically the player uses it.
Side note, your wording is a bit off for a few reasons. You switch between voices, even in the same sentence, you call it a feature but magic items don’t have features and races/species have traits instead, and magic items don’t typically have limited uses and usually have charges instead. On top of that, magic items don’t pull stats like PB from their bearers, and don’t recharge on rests. Perhaps a slight rewording if I may:
With this ring you can sometimes extend the Raven Queen’s protection onto others nearby.
This magic ring has 3 charges, and regains all expended charges each dawn.
