For an action, you can use the level override on the edit action screen.
For a weapon, you have to customize a different weapon for each type of damage dice and would manually swap them out. You might want to read this.
For a spell, you have to use the higher level scaling type and set it to character level. Make a copy of one of the damage dealing cantrips to see how it's set up. I think this only works for cantrips.
