Like designing anything for 5e, it's not an exact science. Through experience, you'll get pretty good at estimating the power level. Until you feel comfortable there is a table in Chapter 9 of the DMG which provides some guidelines as to how rare an item should be for its spells and bonuses. If your item is similar to a flame tongue, you can convert the spell levels into damage by consulting the table earlier in the chapter under Creating A Spell.

Hello all, I’m having trouble wrapping my head around item rarity. How do I know if a weapon is too OP to be rare?

This used to be much easier in 3e-4e when magic items were given a level. /rant
