I would like you to create a homebrew quicksilver. I am terrible at making homebrew, which is why I am asking you. I would like his speed to be at least 7,670. That translates to 767 mph, which is the speed of sound. Also, which quicksilver do you like more, the one from age of ultimo, or the one from x-men. I do not mean which is more accurate to the comics, I mean which is your favorite one. not in a weird way, of course.
I'm not terribly familiar with Quicksilver and I would rather give you the tools to create something than make it for you. With this in mind, I would like to direct your attention to the martial arts adept, a stat block that already emphasizes speed and agility.
If you increased the speed and the dexterity, I would say you have a fine Quicksilver. If you do increase the dexterity, the armor class and unarmed strike and dart attack modifiers and damage would go up. This would change the Challenge Rating. Consult the section in the DMG's Dungeon Master's Workshop chapter titled Creating a Monster. Also, if the walking speed would be about 6750 feet. This is too fast. Even an ancient red dragon has a flying speed of only 80 feet! I would say a walking speed of 100 feet should be a maximum.
Also, if you choose to create this in D&D Beyond, please do not publish this as Quicksilver is a copyrighted character.

A round is 6 seconds long, so a speed of 7670 is 1278 ft/second. The speed of sound is 1125 ft/second, or speed of 6750. You can actually exceed this without homebrew for short periods of time. It requires being a tabaxi and the right combination of classes, feats, spells, and magic items. If you Google fastest characters 5e you should be able to find how to do it. As for homebrewing a race, I would start with a Quickling and just change size and speed
