Correct me if I'm wrong, but I don't think ANY official 5e source has a background that grants more or less than 2 skill proficiencies and not a single one gives the option of "Select 2 from this group of 5" or "Perception and choose 1 from this group of 3". Now, I fully understand that it's homebrew and people can do whatever they want, but when I go onto the public backgrounds looking for more options, I just can't add a background with those mechanics as it is too far unbalanced for what backgrounds are in 5e. UNLESS I'M WRONG, in which case I will concede this stance.

Okay, so I can concede on the options, now that I have checked Haunted one which gives you an option of 2 from a group of 4.

Published Subclasses
While it is different than what has been official, I'd say granting 3-4 skills, tools, or languages is fine as long as the total is not more than 4.
